Is the EPC fee the same as the cost of improvements?
No, and this is the key point. The EPC fee is a modest, largely fixed assessment cost. Improvements are separate and only needed if the property is below the standard. Under the current EPC E standard your required improvement spend is capped at £3,500 including VAT per property.
What is the £3,500 cost cap?
Under the current EPC E standard, a landlord is only required to spend up to £3,500 including VAT per property on improvements. If the cheapest measure to reach E costs more than that, you can register a high-cost exemption instead of overspending. For the proposed EPC C standard for 2030, a raised cap of £10,000 has been proposed, subject to legislation.
